I am directed by the Board of Trade to
refer to the discussions which have recently taken
place with American officials in regard to the
smugling of liquor into the United States, and to
atate that they understand the purport of the joint
report to the British and United States Government to
be that:

Stopa shall be taken to secure tue rigÂÁ
observance of the British law in regara to registration, clearances, quarantine etc. by all vessels believed to be connected directly or indirectly with the smuggling of liquor into the United States.
There shall be the closest possible co-operation between the British and Fnited States Ticials in any way connected with these vessels.
In all cases where there has been any failure to
comply with the strict requirements of the British law as to registration etc., every endeavour should be made, in co-operation with the United States officials, to secure the necessary evidence to institute proceedings against the ship or to prosecute the owner or "master of Lus ship concerne:i.
The board propose accordingly to see that,
so far as may be possible, steps are taken to remove
from the British register any ship now registered under
the Britian flag which is connected with this traie and
which is not owned and controlled by British nationals,
and also to secure that all vessels known or believed
to be engaged in the traie, comply strictly with all
the provisions of the law and regulations relating to them. Whenever satisfactory evidence can be obtained
of an infringement of the law in regard to
rogistration, they propose to set up an 'nquiry under
